CBIC issues circular regarding the re-organization of the National Assessment Centres (NACs) and Faceless Assessment Groups (FAGs) we.f. June 15, 2023; On reviewing the performance of Faceless Assessment and deliberating on the functioning of respective bodies in light of Anonymised Escalation Mechanism (AEM) implementation for effective grievance redressal, reduces the number of NACs from 11 to 8; The re-structuring of NACs, which are organized commodity wise, is achieved by merging Chemicals I, II and III into ‘Chemicals’ and by merging Automobiles & Instruments and Misc. Products/Project Imports into ‘Automobiles, Instruments, Misc. Products & Project Imports’; Clarifies that each of the 8 NACs would now be convened by one Pr. Chief/Chief Commissioner on the basis of the assessable value of goods imported in the zone; In respect of FAGs for different commodities and to further promote specialization, clarifies that they have been identified based on the imported goods handled on basis of assessable value; Alludes to Circular No.40/2020-Customs dated September 4, 2020 on the constitution of NAC, apprises that the NAC Conveners would be responsible for carrying out all the roles and responsibilities entrusted to Co conveners; Further, directs the DG Systems to issue a suitable advisory in this regard.
